The Lycan Ruler:
All packs, commoners and nobility alike, are subject to the rule of the lycan ruler. The lycan ruler is a position taken and held by force, every five hundred years. Alpha male lycans will fight for this sacred position. It is much like a tournament. Sometimes the reigning king wins his position back, and sometimes he falls. The lycan ruler's rulings are final and absolute nothing can break them. The one who holds this position can not change rulings from his or her predecessors' unless he/she gains all the Five House of Nobility's approval to remove said law or ruling. If the lycan king or queen becomes corrupt they can be removed but only with explicit evidence.
Should something happen to the Lycan Ruler, such as a serious illness or death, while still in his or her term, then the first born child of the Ruler will take over until the end of the Lycan Ruler's term.
This position is open to lycans only.
The Lycan Ruler's Chancellor:
This person acts as the ruler's advisor and right hand man. He is a type of second in command. He or she can be removed should the King or queen feel the need to get rid of him. If the Chancellor is a leader of one of the Five houses, he or she must hand over their position of leader to the next in line in their pack.
The Five Houses of Nobility:
These are the houses of five of the founders of the Lycan court. They hold all the power of the Court that the King or Queen does not. To pass new laws, the King must have the approval of at least three of the houses. When they vote on things, it is the majority's rule, unless they are voting to remove or change a current law. Then all five houses must be in agreement to the removal or change. Otherwise, the law stays as is.
This position is for lycans only as well. It is forbidden to have a non-lycan species as a member of one of the Five Houses.
Court Nobility:
These are members of the court that are not a part of the Five Houses. A good portion of this consists of courtesans, but they are not the only members of the Court's Nobility. Some of the nobles in this group have been working to gain access to one of the Five Houses because that is where all the power of the King comes from
